This route isolates the command interface so operators and evaluators can focus on mission planning, fleet activity, alerts, and coordinated response behavior.

Tactical planning mode is active. A `NEXT_PUBLIC_MAPBOX_TOKEN` can be added later to activate live terrain while preserving the same interaction model.
